Job application question?

I am applying for the clerical jobs that i found on college job center bulletin. These brochures have contain fax number, email address and phone number of the employer but most of them recommend me to contact via email. Sometimes they just ignore the emails and delete it or just dont care enough about it. So, should i contact them by phone to see the result or i should wait for them to reply my email?
