My garage door is jamming at the end of the closing! (Have a video)?

I had a problem with a new garage door. It was a manual model, but it tended to get stuck. because of where I live it was recommended that first, I put some WD40 on the castors, and secondly I should watch for any build up of silt - just like guttering.
